

Chapter 955 of the Ohio Revised Code
The owning of dogs is regulated by Ohio Law for the protection of citizens. Dogs that run loose are a hazard to the public in many ways including: biting dogs, dogs that run into traffic, and dogs that breed unwanted litters.
The Dog Wardens Office is charged with registering all dogs in the county, and picking up stray dogs that are running loose. All other services are courtesy of the Dog Warden's Office, and are placed in priority to our State Legal Obligations. Other services include: impound of owner dogs, investigating complaints between neighbors over dogs, and our spay and neuter program.Our office is 100% self-funded from the sales of licenses, impound fees, adoption fees, release fees, and fines. We receive no tax dollars. We do our best to live within our means and operate as efficiently as possible to keep the dog licenses and fee increases to a minimum.
We attempt to constantly balance the need for public safety with the desire to see all dogs reunited with their owner, or adopted. However, some dogs cannot be placed without a great risk to the public in general. Also, we receive many more dogs in one year than we can possibly place. We do NOT have a choice but to take the stray and unwanted dogs, as do other organizations. We cannot stop at 20 dogs and wait until some have been adopted. If we are too full, we must euthanize some of the dogs.
We appreciate the help from local animal interest groups, dog rescues, and private citizens in these matters. It is the combination of the efforts of many people that have helped us drastically reduce our euthanasia rate, and increase our adoption rate.
The best help our office can get from the general public is for people to license their dogs, and keep them properly confined. The fewer dogs running loose, the less we impound, and therefore, the less we have to euthanize.
Many people are confused by misconceptions about our kennel. We do not put all strays down in three days. We hold dogs as long as possible, until we are full. Our dogs go out daily for exercise, are well feed, and well treated by our staff.
If you wish to file a formal complaint about a dog, be prepared to give our office the most information that you can. Please keep in mind, all of our work here is public knowledge. We cannot keep your name anonymous unless you can demonstrate a clear threat to your safety.
We cannot accept dog complaints by email. If you have a complaint please call our office at 419-334-2372.
We need your name and address and as much information about the dog owner as possible. The more information (name, address, type of offense) that you can give the better we can do our job. We do not handle barking dogs, cats, or wildlife.
We have to see a violation to issue a citation, UNLESS you wish to sign a sworn statement. Keep in mind false statements can be prosecuted as perjury.
Due to budget constraints regarding overtime and staff limitations the dog warden's office does not respond to after hours complaints except in the case of emergency dog bites. Resolution 2007-19 Section 2.
